I hate girl questions but.
My bud dated this girl, they were engaged for a while. I was the one that intro'd them years ago and originally I wwas going for her but got sidetracked by her best friend. So they dated for about 1.5 years and got engaged... All the while he was a bit of an ass, and always flirting with girls, and while they were engaged he would make out with other girls etc.. They broke it off, about a year ago.. Lately I feel us getting close.. Anything wrong if I take it to the next level?

Are you still close to your friend?
If you are then you might want to ask him how he would feel about it. Good friends are hard to come by.

Yes. No dating your friend's sister(s), or serious ex-girlfriends. Just way too akward on both counts. Now, if he isn't really a good friend or one you care about then go ahead. Of course, it doesn't really matter what I or anyone else says, ultimately it's gonna be about what you think you should do.

i think it depends on how close you and your friend are. If he was like one of your boys, then i wouldn't do that but that's just me.

Dont let her talk to you about the problems she had with her fiance, and how bad he treated her blah blah. Just tell her you dont want to hear it. If you let yourself hear her complains from her exboyfriend. You will become more of her girlfriend than boyfriend.

Follow your heart, Girlfriend. Love is a very precious thing and it doesn't come around nearly enough in our lives. Do the right thing and talk to your friend, and then make a decision. If so, and if he can't, then maybe your friend is not up to your level of emotional maturity and security, and you will have to decide whether to stick by him because he needs you, or to admit that you have partially outgrown the friendship and need to have friends more on your level. If you would NOT be able to give her up, then don't expect him to easily give you his blessing to pursue this girl... get another one. Maybe this didn't help much... but obviously the first step is to have a heart to heart talk with your friend and tell him that he means so much to you that you had to come and ask him about this, and ask him what you should do.
