Yes. Maybe thats why Im stuck at this size. But, I did try about 6-8 months ago to do less sets and they were getting noticeably smaller.

I did bis with tris for a while and I could lift heavier weight in the tricep exercises but they actually got smaller. So, I switched back to bench/tricep.
