definately not scott steiner. could very well be billy graham, as the skin tone (yes i know, black and white, but still), and the general 'look'of the guys arms look like grahams. also, judging by arnolds looks there, steiner would have been about 10 years old lol

BYW, it looks like arnold is spotting him, there must be another side-spotter out of the photo on the other side of the bar. Probably a negative or static lift.
