they are allowed to do those kinds operations, it's just a long process to go through first. sometimes they'll catch a reputable source and "take over" for a while and bust all the people trying to buy sh*t from them. usually stings go the other way, though. trying to catch the dealer, not the buyer

yeah normal operations try to stop the source. That would be the only successful way to stop the flow of any drug
