Probably should look in the paper for a person giving lessons or find a guitar store that has certified teachers there. You should spend more on lessons and books than any equipment for the first year or two. $200-$300 for your first guitar or less if you can find a good used one.

www.guitarcenter.com <----- there's probably one of these near you. Full of amateur and professional musicians who can't make a living with music, but nevertheless full of good advice, and will have lists of music teachers. Probably your best bet to buy your first guitar from, assuming they have people who can set your instrument up the right way.
http://www.musiciansfriend.com/ <------- a good place to buy online, but only if you are certain that you know what you want.
Check out several teachers, compare their ability to be patient and explain stuff. You will want a teacher with at least some formal training, so that he will be able to show you the correct fingering techniques & etc and not get you started off with a bunch of bad habits that you'll have to break later.
Expect to practice, practice, practice.
At least 30 minutes a day.

well, do you want to learn acoustic guitar or electric? electric is easier to learn on...i would get an ibanez RX series or whatever thier called, the lower end..run about 3-400 bucks, but are a sweet guitar for that kind of money. as fart as learning goes, youve obviously got the internet, everything you need is on here..check youtube for lessons theres a ton.

I'play a Strat, for a newb I recommend a guitar with a fixed bridge, that way it won't go out of tune as much as one with a tremolo. Ibanez has a GX 70 for under $200, you can get an acoustic for about $100, probably less for a used one. There is no magic pill that can make you play well fast....takes a shiitload of practice and it doesn't hurt if you've got rythum and a good ear for music. My friend has been playing for 2 years and it breaks my heart, but he just can't get it. I think the younger you start the better. There's alot of video lessons on youtube. Who knows you may be the next Yngwie Malmsteen.

buy a cheap guitar. acoustic is good to learn on. then when you switch to electric it will seem easier to play. you have to love guitar to be good at it. example; dated a girl who took lessons, she sucked balls. otherhand i loved guitar, played hours a day, taught myself and could play circles around her. try and find easy songs you actually like and try downloading the tablature online.

just to re-iterate. You DO NOT have to spend tons of money. I always prided myself on my skills being better than my spoiled-rich kid friends, with my pawn shop piece of garbage.
And no, I thought you played the male organ, not the skin flute.
Once you have a cheap but adequate guitar, comes the next step. What kind of musical learner are you? Ear, or Eye. If you can repeat to yourself in your head exactly what you hear, then just jam out to your favorite music. If you are an eye learner, time to get a book (or lessons if you have money).
I was a band nerd and pick things up by ear. When I started to play, I just kinda slowly figured out songs I liked. Real easy like (smoke on the water riff from beavis and butthead fame). Basicly any of the crap Beavis and butthead used to repeat to each other. EArache in my eye riff. Ironman riff. Next thing you know you can play metallica or nirvana. Then........Kajagoogoo.

oh wait.........more help.
Next step for you is to actually google "bar chords". Thats the easy ass way of playing chords. (im assuming you are a noob, if not ignore me).
But on an acoustic, you need to look up a chords chart with the fingerings. I have a book that I learned on from like 1952. Just memorize 1 at a time. The real chords sound way better than a bar chord. a bar chord is only 3 to 4 notes. a real chord plays all the strings. There a infinite numbers of them, so when you learn most of the Major chords, time to move on to the minor ones.
I was never an acoustic fan, so Im guessing chords and songbooks is the way you want to go. Find a songbook. NOW. And these days, you can probably download any of these books I would have had to buy when I was 13ish

get an electric starter pack. acoustic is very limiting for a beginner. its hard to learn scales, arpeggios etc on a acoustic compared to an electric. and you cant shred on an acoustic

look in a Rogue RA-100D Dreadnought Acoustic Guitar
they run about $85. great for beginning players.
the reviews for it are great. I really dont think you can go wrong with it for starters. Then once, you learn and bit and get better, you can buy a better one.
And of course, get a couple starter books, maybe a video, and most stores have certified lessons.
One mistake people make is they spend 3-4 hundred bucks on a first timer guitar. Then within a week, you find out, "Oh, I really don't like this, etc" and now your down 300 bucks.

Thats for acoustic obviously, but I do agree with Morph on the electric. they are in a sense easier, and you can do more with them.

I say start on whatever you choose. I play electric because I play mainly metal but if you play a more acoustic style then get an acoustic. Guitar playing will become a chore if you don't get a guitar and learn to play a style you enjoy and you will eventually quit. If you want an acoustic go to a local shop if there is one and see what they have. Explain you want to start out and they will set you in the right direction. My opinion is you don't need an expensive guitar but you want a good playable one with nice easy action (how long the strings are and how easy they are to press down). Also since you don't know how to play you wont really know what you want so I recommend holding a few and just strumming an e minor chord, this is easy just press the the two strings below the thickest string on the second fret (the box two down from the top). See what body feels comfortable to you. For acoustics I like a smaller body design. Bigger bodies have a bigger sound though. If you pick up something PM me and I will send you some good practice sites and some easy open chord songs like wonderwall and some basic pentatonic scales to get your fingers used to moving around the fret board.

This is my best axe. I dont recommend it for begginers, b/c your fingers will gush blood.
This is good for busting out some Primus.
