Someone explain how income tax laws don't exist?

This was from the movie Zeitgeist someone posted on this forum a while ago.

I liked the documentary so much I've been making copies to hand out to professors to get opinions on.

I just got the copies out so I haven't gotten any feedback yet. But when I heard about the income tax law part I was like "thats bullshit". Than I started reading about them and its hard to translate.

Seems like the ammendment was never ratified, but how are we still held legally accountable for not paying them? I don't get it..
