The kids were being pains in the ass. The cop could have handled it better, but nothing he did was too out of line. If you were trying to make an arrest and had a bunch of the suspects buddies circling around you, whether they are 14 years old or not, you better be acting the same way. Complacency is what gets cops killed.

The cop didn't seem very concerned about his safety when he was on the first kid. He seemed pretty damn concerned when the other kid said "the cop choked him and I got a picture of it" though. So concerned that he took off after the kid for that reason alone as far as I can tell. It didn't seem to me that the group was told that they were detained, his sole focus was on the kid he had on the ground and he wasn't trying to rush to cuff him or really even paying attn to the other kids as in barking instructions at them due to concern for his safety, he didn't have them sitting with their legs crossed, nada.

They were standing there holding skateboards. Skateboards that could easily be used to split his skull if swung with the sharp edge towards his noggin. If he deemed them to be a threat they would not have been holding those skateboards while standing 10 feet away from him while he focused his gaze on the kid on the ground. If he did deem them a threat and let them stand there with those boards he's a massive idiot and should be fired for being incompetent. He really didn't care about them (sure they might have got a lecture when he finnished cuffing their friend) until he heard that one of them had an incriminating photo of him, then he left a handcuffed suspect on the street while he ran off. What if that handcuffed kid got hit by a car before he got back?

but he put that fat ass in gear in a hot second when he heard the kid say he had a picture of him choking a boy as he walked away. he would have never chased the kid if he simply walked away. They were all onlookers while their friend was being arrested, free to walk off (and the cop probably would have preferred that they simply quietly walked off rather than making comments about their friend 'being arrested for skateboarding' and whatever).

further evidence of the group not being detained was when the cop came back and grabbed the handcuffed kid and started quickly walking off with him without saying anything to the group at all. they followed him out of their own free will, they were not in his custody at that time (nor presumedly before that either).

cops should not be choking little kids or grabbing them by the throat. he is a sick bastard.

even when things escalated after the kids followed the cop walking with their friend in handcuffs, when the cop grabbed the two kids by the necks he could have easily controlled those kids by grabbing them by the arms, he probably could have controlled them by the use of verbal commands. I don't even think he really tried to do that. He lost his self control. He wasn't dealing with 17 year old hoodlems who were known to have been burglers or whatever they were little kids sassing him a little bit. They were not a threat or a danger, not to anything but his own ego.

And it is a lot safer to begin with verbal commands. Safer for everyone. It's pretty much an instinctual reaction to resist when someone all of a sudden, out of the blue, grabs you from behind in a seudo choke hold. It's instinctual to grab that arm and move it. Instinctual.

That is why verbal commands are safer. He needlessly endangered his own life and the lives of the kids and others standing nearby when he lashed out violently and in an out of control way grabbing two kids from behind in seudo choke holds without any real warning.

Sure the kids were messing with him, but he's the adult. More than that he is a police officer. There was no danger and he turned it into a violent multiple person struggle on a sidewalk in mid day where there were other citizens walking by as well. Completely unprofessional, not to mention scumbaggy since they were 14 yo kids. And one of them was a girl I think.

What he did was just shy of something like kicking them in the legs so their 90 pound bodies would swoop up and collapse to the pavement.

Seems like he should have started with verbal commands. Repeat 3-4 times, then if they don't comply grab them by the arms.
Not just put them in 1 arm bear hugs around their shoulders/necks. That was pretty whack too.

Now all those kids are going to grow up hating cops. When I was a little boy cops didn't act that way when young kids played a little mischief. They didn't go all violent on jr high school kids who were not behaving agressively. That's just stupid. He's a grown man, and more than that he's a friggen police officer and he's out there behaving like some drunken trailer trash dad. That whole situation could have been handled wihtout the violence and without yelling.

Instead of trying to win the kids obedeince he should have been trying to win the kids respect. Now, because of his actions that day, none of those kids are ever going to respect any police officers.

Cops are not entitled to respect, they don't 'deserve' it. They need to earn it like everyone else. If cops focused more on gaining peoples respect rather than seeking to control and dominate them the world would be a better place.
