The site you mentioned got raided for selling fake gucci bags or something, and some other bull crap. They got charged with selling prescription drugs without a prescription in addition, because if you're a cop and you're already there, why not add insult to injury? That charge most likely won't stick for research chem companies until there is a change in the law. But, like all loopholes someday it may close.
