That is true, in one case it was suspected the guards bashed a guy into intensive care and gave him brain damage and that, the investigation did not turn up anything and no one was charged

a few years ago (not sure what country) a guy castrated himself because he couldnt stand what he was doing to kids or the drive that made him do it.
this stopped his sex drive in its tracks and had no notion to even look at kids let alone mess with them.
this would be a cheap and easy fix.if they get caught they get 5 years hard labour plus the 'surgery'.when they come out they will be no threat to man nor child.
