McGwire didn't admit it sooner because of his statute of limitations. It's been 5 years since he was infront of congress..... he can now admit it and not get in trouble. Also, It's speculated that he admitted it because he's the new hitting coach for the cardinals..... he didn't want the stigma of steroids over him while he took his new job.....
