Okay, so my sister, whose 13, wants to start working out. Just with pushups, pullups, situps, and all their variations. Along with jumping rope and jogging.
She has a pair of 5 pound dbs too...

finally out grew the 2.5lbs.....good for you.....lol
well i think a basic routine would be fine.
first off shes a girl and doesnt have to worry about getting huge.
second a basic routine wont do any harm
same as if she played sports and had to run or swim 5 miles for practice.
third. im sure shes not too concerned about growth plates fusing. lol. so get her on some deca j/k!!
stick to regular bodyweight exercises as you stated.
some routine db things. such as curls. rows. lunges. the list goes on
obviously reps not weight are whats gonna be her motto
