So we all know backholes are defined as super massive stars that have collapsed on itself and is so dense that gravity is unimaginably large. What theory suggests is that back holes that are close together, will inevitable pull each other together. This is gravity at work. So at any given time there would be hundreds of thousands of black holes in any given galexy, What happens is that over billions of years these black holes combine and create super-massive black holes, that is off course if enough matter is collected. Thus, theory states that all mater in that galaxy will be pulled towards the biggest black hole. Hence why they believe there is a black hole in every galaxy.
It is all just theory. They try apply earthly phenomenons such as the doopler effect to black holes and use that data, and hope the maths is the same. We don't know enough about anything to assume this.
This is why it is all just theory and not fact. There are many who don't even believe in black holes.
