I agree not sure the logiv behind it.
That looks similar to exercises my doctor had me doing as rehab for my spinal injury. Not sure why one would do it as a strength exercise. It can't be comfortable with the bar pressing into the body there.

That looks like a great exercise if you were trying to break a sticking point (as in weight) in ur squat or deadlift

i see how it can build muscle.. but surely there must be better ways.. i can only imagine the uncomfortability of the barbell grinding against your hip bone.. but it would qork front delts, hams/quads, lower back/abs.. so i suppose it is to each their own.

Its a very common exercise used by olympic lifters and throwers. It develops hip power and torque which is essential for those endeavors. But it can be used by any athlete in which hip power and explosiveness is necessary.
And yes that is Kevin Nee. He gained fame from an episode of "True Life" on MTV. He became the youngest person ever to compete in the World's Strongest Man competition. Over the years he's developed into one of the worlds top deadlifters with a 950+ dead.
