only time i get red bumps is when i bare down too hard on my neck or jawbone or on the sides of the mouth...i don't know what some magazine or website may describe it as, but it's clear as can be to me that this is caused due to the follicle below the skin which causes a mound of skin above it, of which the top is shaved off when baring down....it's not rocket science....
to minimize this i go with the grain (the direction the hair grows outward from the follicle, which can be tricky on my neck as my hair grows a swirl pattern on one side of my neck) while baring down only hard enough to shave the hair...of course, the shave won't be as close this way, but nor will you shave the top of the follicle off with the stubble...but that's life. btw my great grandfather was a barber
on my neck my follicles are more spread out which also makes them easier to shave off.. and i also like to shave in the shower with a lot of steam.
also, make sure you get all the water off of your blade after you rinse it so it doesn't rinse away or thin out the shaving cream on your face. water is a bad lubricant compared to the cream and will exacerbate the red spot problem
