I'd probably be more specific on needs like commerce.etc. but if its just basic u can make yourself. Loads of free host website builders out there.
If its more important really really get someone who knows exactly what they're doing. Or it'll be hacked before you know it. More exploits than u can shake a stick at. No joke.
