It's caused by a mutation of the MSTN gene, which is responsible for the production of the myostatin protein. Also occurred naturally in whippets (racing dogs) and at least one human. They've managed to duplicate the mutant gene in the lab and used it to create double-muscled mice and trout. The Chinese are selling genetically modified double-muscled beagles as pets.
The linked video mentions creating herds of cattle like this for their increased beef production, but as neurotic as people get about even giving antibiotics to cattle, much less genetically modified anything, I don't see it happening on a large scale.
