Decriminalizing "loitering with intent", NOT, the oldest profession.

So, perhaps this move could be deemed a step in the right direction, but does it go far enough. In my jaded view, the answer is no. It appears to only effect the "standing around", leaving untouched the act of pandering, soliciting, etc...
For being such an advanced society, the USA is way behind the rest of the world when it comes to the oldest profession.
My stance has always been, legalize it, control it (providing health and physical security for the workers), tax it; the works. But make it legal... WTF...
