That´s both names for the same drug,just that the Ephedrin-HCL is the salt so it´s ephedrin reacted with hydrochloric acid.
If someone says Ephedrin it´s probably a tea,a herb-pill,or the hcl-tab.
The HCL is in a way more effective,´cause you can determine the exact dosage,the effect of the salt usually is stronger,too maybe because it´s pure and no other drugaction from the herb interferes with the ephedrin,so it becomes more valuable to the body,maybe the hcl itself is more portent than the ephedrin base,but that´s rather hypothetical.
Same thing with caffein although caffein doesn´t come as a hcl-salt.
And yes,imho it´s best to use in a ECA-stack.

u can get ephedrine hcl over the counter still or at least i just did

No ephedra products have been banned. Ephedra is the herb, ephedrine is the active chemical, like white willow bark and aspirin (acetasalysilic acid) not sure of the spelling on that.
Vey true ephedra has been banned in the US. But hey still sell "Bronkaid Tablets" in walgreens its over the counter asthma medication. It contains 25mg of ephedra. I belive its about $10 US for about 60 pills.
