It will disrupt your workout, bad idea.
def afterwards or well before. By disrupt, I believe he is referring to the fact that it can easily jack with your breathing.

It all depends on your reaction. I prefer to take a single dose of clen post cardio (I use it during cutting), and then workout later that evening. That seems to work the best for me. I'd suggest taking your first dose of it on a non workout day just to see how you react.
I take dose 1 after cardio 7am
dose 2 in the afternoon 1pm
5pm workout
dose 3 evening 7pm
