I'm trying to send about $4k to a friend of mine in Russia, but Western Union asked for ID. I've sent $ before with just a driver's license, but they also asked me for a social security card or a passport. Is this normal?

they have to have ID and sh!t like that if its over 1000- also they just started to work with the Department of Homeland security limiting the amount of funds that can be sent and picked up.
who cares about an id.......you are NOT doing anything illegal by sending someone money
