Not necessary, but it dulls your pin which can cause injection pain or discomfort. Your choice, but it's not like they're expensive.
Every time a pin touches or penetrated something, it dulls it.
If you like to minimize your injection pain, then yes, it does matter.
I'd never consider injecting with a pin that has touched something else.

Besides, try drawing test. en./EQ in a 25g needle--you will be sucking it up forever; it draws REAL slow in a thin needle like that.
