The reason that it is better with sustanon is because of the short estered propionate in it. To keep blood levels stable, you want to run prop. every day or every other day. That being said, I think that there is only like 30mg. of prop. in sust so it is a minor part of the mixture, but still enough to throw the levels off a bit. So in short, to get the full effectiveness of all the esters in the sust, you would want to use it eod.
