What's your workout history bro? How old are you? What's your body fat? At your height and 190lbs, you should have some decent muscle on you or you are carrying some extra fat depending on your BF percentage. We can get a better idea on how to direct you with just a bit more info

Hey, I just noticed that some of the other bros have already asked you these questions in one of your many other threads about Riods VS Hairloss. Not sure what you are looking for here. There is no magic answer to your questions. Eveyone wants an athletic build, including the fat guys that watch tv on thier couch while munching on Doritos all day long. But are they willing to put in the time, patience, energy and hard work to get that body? No.

I would answer the questions asked to you in one thread instead of starting new ones. The guys who are trying to work with you in the other threads really know thier sh!t.
