T3, .2 of a cc

if lions T3 has 200mcg per ml, and ml=1cc, adn the dosage is .25mcg, then that means 1/8 of a cc?
how the hell do you measure that? I tried to pull it out with syringe and a couple of drops fell out and that was almost the whole dose.
Anyone have this problem?
