Whats should the normal testosterone
'count' (value) in a blood test be?

There is nothing set in stone what is the normal testosterone level – it can range from 200 to 1200 ng/dl, As we get older it drops.

So if I never did a testosterone blood test b4 cycling, years ago, I could never know now if I have fully recovered from any cycle?

Provided you have done proper PCT and your values fall within the range Marcus mentioned I’d say you are fine. Take into consideration your age as well if you are younger your values should be at the higher end of the spectrum.
