I ran T-3 at 100MCG=1/MG ED During my bulking cycle. It's usually used for weight loss along with clen. T-3 will enhance Protein synthesis. (Beta-2 mediated) So one can eat more and have caloric surplus going toward muscular accrual.
Im not sure for the "appropriate dosage". This is what I did, and notcied rise in bodyheat, took more bowel movements, and thermic effect of a large carb intake. Also seemed to give me a leaner cut of muscle.

Don't know what article you are talking about, but there are quite afew members who do run T3 on bulking cycles. Granted, their diets usually consist of 5X the callories of a normal bulk cycle.
