DHT during adolescents

Could an adolescent take an anabolic steroid(Sustanon 250) that strongly acts upon DHT and permanently increase their penis size? Would their penis size not increase after the discontinuation of the steroid? And is there any other way of increasing the amount of androgen receptors(in penis)? Thank you in advance.
