you're wrong, lol
it all depends on how it's constituted.
if a vial of powder contains 5000iu, and you add 1ml fluid, then 1ml=5000iu
if a vial of powder contains 5000iu, and you add 10ml fluid, then 1ml=500iu, etc.

yes, it comes as a powder, you add bacteriostatic water (at the concentration of your choice), then you keep it refrigerated after constitution.

big i have another question for you , im using deca for the first time, ive used test p, test e, tren a, primo, androl, tbol, winny, dbol , never had any gyno, but reading alot about deca being bad for gyno, i thought deca was a very safe steroid with very low side effects, is the gyno threat really that bad

im 5'7 197 lbs, about 11% bf, done test e cycles with dbol and androl, test ptren a cycle, and dbol , tbol winny cycle
now doing test e and deca 500 of each

everyone is different, I've never had gyno issues with deca .
