T3 can eat muscle. That's why when cutting, administering AAS will help the catabolic effect of T3. Clen will not eat muscle and there is some anecdoctal evidence that it is anti-catabolic (Not much IMO). If you're trying to add muscle but also avoid excess fat, clen would be best.
With that being said, bulking while cutting is next to impossible. You must be in a calorie surplus to gain muscle. That means, you will gain a little fat. I try to carb cycle (carefully) when bulking. I eat more carbs on workout days then non workout days. But, I still will expect to gain some fat while bulking.
