is natural low test reading indefinate?

i have been spending alot of time reading around this sight and realise that alot of members are taken steroids because of a low natural test production.

Is low naturals levels a side effect of steroids? if so does it mean that anyone that takes steroids will soon have to be on a certain amount for life in order to maintain normal levels?
