legal to posses, but not to distribute. kind of a grey law. and you definitely cant import them.

In Canada, anabolic steroids and their derivatives are part of the Controlled drugs and substances act and are Schedule IV substances, meaning that it is illegal to obtain or sell them without a prescription; however, possession is not punishable, a consequence reserved for schedule I, II or III substances.

I'm not 100% sure how old that info is.
My buddy is a PI and he has the law book and I thought it said it was illegal to posses too.

remember when pot was decriminalized? it wasnt legal to have it, it just wasnt a criminal offense. same deal with steroids: they arent legal, but they arent going to lock you up for it either. provided its for personal use.
