I'm 25 years old.

Bf% 23
I've been training for 3 years and have made some significant gains naturally with diet and supplements. 6 months ago I injured my shoulder and took time off from the gym to heal. Over that time I gained a bit of BF. Currently I'm in the process of leaning out (high reps, short rests, cardio, ect.).
1) What bf% should I be at before I start my cycle?
2) Am I too young to do a cycle(natural test production)?
3) Is 400mg Test E for 10 weeks (followed by a clomid & nolvadex pct) a good beginner cycle?
