yah, unless you plan on registering a company and paying taxes on potential profits, I dont think the gov't likes this kind of thing. They always want their cut, so thats why "production" would be considered illegal, regardless of intent to sell

I was screwing around a bit here.

Maybe the powers at be would see it as manufacturing a drug, even though it's legal.

I would ask around in his particular country.

You know how convoluted laws can be.

We really can't advise him on this.

Here's my thoughts......

If you are in posession of the powders..... but you aren't caught red handed making it into a liquid..... would it still be classified as just mere posession?

If so.... then you would have to be caught WHILE homebrewing in order to be charged with manufacturing. Once you were done..... you could always say you bought the vials pre-made.

These are just my thoughts..... very well could be wrong.....
