Can you cut test p 200mg/ml down to 100mg/ml by taking a 10ml vile and adding 5ml of 200mg/ml prop and 5ml of oil?

Yes. Use sterile oil.

Does it matter which sterile oil I use and do you have to heat the mixture?

If its sterile you dont have to heat it. I use sterile grapeseed oil.
