If var is a derivative of DHT would taking Avodart
which is a prostate drug prescibed for people that are going bald, due to the fact that the drug apparently reduces DHT systemically not make var somewhat useless?

In Layman's terms:
These types of drugs be they internal or external in origin, are only efficiently absorbed at specific receptor levels and also perform much of their activity on said levels. Consequently, even though Duta works to reduce DHT's, and as you rightly surmised their derivatives, it only functions EFFECTIVELY at certain sites thereby acting on very specific areas and organs, namely the scalp and prostate, and leaving others (steroid receptors) largely undisturbed.
