It isn't strictly calories in vs calories burnt. You aren't going to get fat from lean protein. Your body has a threshold for how much protein it can process in a day. The rest is simply excreted in your urine. Fat is similar, to protein, but it is very calorically dense, so a little bit goes a long way. Carbs are the thing to really monitor. Stay away from any junk carbs like sugar. You need complex carbs, maybe 200-300 grams a day, but you will probably have to diet journal and track your intake to get the balance right for weight loss. It's a highly individual thing.
If you aren't losing fat anymore my guess is that you are not eating enough. My advice would be to add 500 calories a day and see what happens. My guess is you will lose weight.
Cardio should be as close to an hour as possible for maximum fat burning. 3 times a week is fine, but you can do more. Just remember the more calories you burn the more you need to eat. You can't just calorically restrict yourself down to 8% body fat and expect to keep your muscle mass.
