That depends on where they are in their cycling histories. Cycling should be both foundational and sequential in that it is built from the bottom (basic) upwards with regard to compounds, cocktails, dosages, durations, etc. For example, a good novice cycle for either subject would be 300-500mgs of Test E or C for 12wks for several obvious reasons. This is regardless of age, ht, wt, goals, etc. think of it as taking General Education courses in college frosh/soph years.
Subsequent cycles for each would then become more goal specific, i.e. second cycle Dbol & Test, Deca & Test, or Tren & Test, etc. as the ancillary compounds, dosages and ultimately complete cycles become more reflective of goal orientation, e.g. after Gen Eds your curriculum becomes more major course dominant.

I saw someone ask this not long ago and somone who has been around a while replied that AAS dosage and bodywieght have no correlation. I gotta say I disagree, Its really hard to imagine someone 6'10" and 250 getting the same effect from 400mg of test as someone 5'0" and 150, it just seems highly unlikely that body mass would not affect blood level concentrations of a hormone administered by IM injection.
By the way I totally agree all other factors would need to be equal, as from the original post seems to be the assumption.
