who to contact for steroid legality?

What organization would you contact to find out if anabolic steriods are legal in your country? I've done research on the web, but there is no evidence that steroids are legal/illegal here. I am pondering the idea of cycling again, but I don't know what would happen if customs would get ahold of it. I've found a list of controlled substances in the country; anabolics are not on the list........BUT I would still like to be sure. I train at a private gym at work where everyone kind of knows everyone, and gossip travels fast so I don't want to go asking around to anyone around here. Anyone know who to contact?

Do they have lawyers or police in Zambia? If you live there that would be the easiest most certain way to check, walk into the police station and ask them. Or if for some reason you do not want to ask the police then ask an attorney although you may have to pay him a small fee. Either way in the event if you are later charged this would afford you a fairly good legal precident to have your case dropped, if on the other hand you read the law somewhere and misinterpret it somehow this is not much of a defense.
