Before, that way u can "work the oil in" during ur workout. If ya know wut I mean.........?

I feel its best to pin right before working out. It has nothing really to do with hormone level and such... but it does help spread out the oil making there be less of a knot later on in the day. Thats what i do when i cycle prop, do it right before hand and its virtually pain-free
I do ED injects and try to pin before workout - I have less inject pain if I can get the muscle working right after inject.
Prefer morning so that way by the time I train the oil will be worked into the muscle tissue
I like to do my pinning in the morning as soon as I get out of the shower. That way I don't have to re-wash where I'm going to pin. And then I don't have to worry about getting too busy during the day and forgetting about it.
