google your city, and look around for needle banks too, in my city if you bring in any amount of dirty needles ect.. u can get them replaced for free. No questions asked. It's part of how the state deals with drug related people getting diseases and such, it's cheaper for them to give out needles no questions asked than to put them in hospitals and all the other benefits junkies get.

that said, here they trade u needle and cartridge for needle and cartridge so u can bring in any amount 1-20 used and get a brand new one, and you can choose what gauge for the pin ect...just gotta ask or they will give back same shit.
