To the poster who mentioned needle exchanges - they carry syringes for IV injection, usally 28 or 29 GA max. The pins are also 1" long at the most. Lower GA pins needed to suck up a thick oil-based steroid, with long 1.5" pins for intramuscular injection are not typically found at needle exchanges.
