I believe a small part of the reason, is that some (some but not everyone here or administering, wanting to, etc)
are starting to or have come to the realization that the medical community, the government and governing bodies have been lying and exaggerating about the ill-effects of anabolics for decades. The hypocrisy is palpable. As a society, on the whole, we celebrate vodka, gin, scotch and all alcohol use, yet we denounce marijuana, which seems completely illogical.
Society seems to do this on so many issues and aspects, and apparently selective perception, ethics and morals are the norm...Which imo is ridiculous. But I digress. After years of hearing about anabolic steroids and finally doing some research I discovered that AAS's if utilized properly can have some benefit for the body. Of course like anything else, abuse or over-use can produce negative results. After reading from so many pro and con sources on the subject, I can make the rational judgment that there is a ton of mis-information on the subject and the scare tactics that are used to give steroids a negative label is just more propaganda, especially by the government and most (but not all) of the medical community. That's my 2 cents.

The steroid community is still quite small though. For starters, the percentage of gym goers is not large at all. Then you have to think on how many really are sauced.
Don't get me wrong, there are a lot. But, not when compared to the general population.
Steroids are way beyond frowned upon. But, it is complete BS. The sauce does not make you be Arnold or Cutler. It's more of the only true supplement that works.
