Keep in mind, smaller muscles will need less volume. If you push too much gear or if you are using a more concentrated compound (e.g. Super test, T400, etc) you run the risk of causing a cellulitis reaction resulting in an inflammatory cascade. In smaller muscles, if an infection is serious, edematous tissue could result in a compartment syndrome - a very serious condition requiring limb-sparing surgical procedures (fasciotomy).
A large muscle such as the quads can hold up to 500ml of fluid before compartmentalization occurs. The calves being much smaller, would hold far less before the region compartmentalized and tissue necrosis occurs.
I'm not suggesting you can't inject in the smaller muscles. Just be mindful that the volume and concentration of gear are important factors that, if not adjusted for muscle volume, could cause you a number of problems from bad to worse.

OP...Just remember that large muscles such as quads and glutes can offer multiple injection sites if you are large enough. This will allow you to rotate sites without having to use some of the more sensitive muscles.
