Measuring food

Quick general question. Do y'all measure food before or after its cooked? Just need a quick answer, got my food scale today finally

Maybe I'm confused but measure and weight is different you said with your scale? I measure grains in cups uncooked but meats after cooked steak chicken etc isn't the same weight after you cook it.
