    Okay so the question is?

If I gain 10 pounds of water weight which is water retention since the muscle is made up of 70 percent water anyways will it look like that I've gained 10 pounds of muscle as far as definition looks

"water weight" generally refers to extracellular water (water between the cells and mainly under the skin). This will just make you look fat.

For water to be within your muscles, it must be intracellular water. You do this mainly by increased glycogen stores (as large molecules attract water). But yes, increasing intracellular water (muscle hydration) looks like muscle mass.
