If so, will supplementing yourself with testosterone fix the problem?

no, do you mean you have zero test in your body ?
no, if you put exogenous test in your body your sperm production will lower and may even stop. Clomid increases sperm count.
I'm not sure if the correlation between testosterone levels and sperm production have been proven or tested in anyway.

You can sire children while on a cycle. Your sperm count will do down as your testicular shrinkage increases. HCG helps with shrinkage.
