You need excess calories past your TDEE bud no getting around it no matter what compounds are involved
If I were to eat in excess calories past my TDEE, of lean meats and veggies, will gaining extra fat be a non-factor while on a test prop and tren ace cycle?

chance are small that you will build lot of uscle at 1500 but treb allow ou to eat alot and still lean up.
so You would be better of eating 3 000 cals mostly carbs and you will gain and still lose fat.
1 500 cal on tren, except if you wanna get comp ready seems useless to me...
