Like stated above your diet is wack, needs a lot of work, you need meat to grow! Shakes are for post workout only in my opinion, and if it comes down to missing a meal or a shake you take the shake over not eating, but those situations should be rare if ever! Try getting 1.5lbs of meat a day, ground beef is super easy to cook and bulk and pound back pretty quickly and easily, chicken, get your eggs/ egg whites in there too, when trying to put in size, eat till you are full then eat a little more.
Besides your dieting being whack your training split makes no sense at all. No wonder you aren't growing you can't recover! With that frequency on your arms they are probably shrinking even with gear. And you don't have a LEG day! That's a huge reason why you aren't growing, train your legs and your entire body will grow! Try a split like this
Day 1 Legs
Day 2 chest
Day 3 off
Day 4 back
Day 5 shoulder
Day 6 arms
Day 7 off
