When is a good time? anytime. pre cycle and during as well
How to know when to go? You can go every couple months if you like. It's a healthy thing to do.
Can I donate "on" cycle?? With Test/Dbol? Yes
What do I tell them? How much do I lie? Naturally you have to fib when it comes to certain questions. These will be obvious to you.
What needs to be done before donation? Nothing. Just walk in. Most don't require appointments.

In Canada any illicit steroid use is an immediate deferral for one year from your last injection. I imagine it would be similar in the grand old US of A.
