What's your body fat %? 1in should be OK if your body fat is not to high otherwise you may have just got the oil between the fat and muscle and it didnt absorb well.
If it's not getting worse then you should be fine, no infection. Try a warm/hot wash cloth on it a few times a day to help the oil dissipate.

300mg/mL isnt all that strong but if it has to much Ba in it then it may be causing the reaction.
Yeah if you have some other gear for sure give it a try and see if the reaction is the same. You may need to cut the other one with some sterile oil or B12.
10% body fat, that is pretty low.
